Many universities have mechanical engineering programs. University of British Columbia, and Univesity of Waterloo come to mind as strong contenders. If you’re an international student, McGill University (in Montreal) is probably the best choice. It has a top program and the institution has a high enrollment of foreign students. Good Luck!

Strictly speaking as international students, the first place I would start to make inquiries is the Canadian Commonwealth Scholarship Program which is run by the Canadian Federal Government. I believe they offer $10k grants if I’m not mistaken. If that program is no longer available, you could make inquiries with through the Ministry of Foreign Affairs or Ministry of Labour/Trade to see if there’s any new or more suitable program. Some more general information can be found on the Ministry of Citizenship and Immigration (http://www.cic.gc.ca/english/study/index.asp)
Given that you alarady have a degree, you may see if that qualifies you for some specific programs at institutions in Canada. Check out the Universities and Colleges of Canada (http://www.aucc.ca) organization. If you contact them directly, and present your situation, they will definitely be able to direct you to the right college or university that has more international student enrollment. Offhand I know that McGill in Montreal is one of the top universities known for international enrollment. But all colleges and universities do have a proportion of non-Canadian students.
Remember, you’ll also need to be proficient in English and be able to prove it (ie. TOEFL test, etc.).

Hello, I am interested in obtaining an Electrical engineering degree online. I am an Amercian citizen currently working in Alberta with 13yrs. Experience and several engineering jobs already on my resume. What would be the best program for me to be certified in Canada with the option of reciprocation in the U.S?
